The world is moving toward nuclear war when strange riders begin appearing across Africa. Wherever they are seen, death and destruction seem to follow.

As governments prepare for the unthinkable, newly assigned Military Intelligence officer Lieutenant Janis Means begins noticing something everyone else has missed. The Horsemen may not be causing the violence at all.
